Financial Fair Play (FFP) is a set of rules introduced by UEFA in 2011. The goal is to ensure the financial stability of football clubs.
Main Rules
Clubs cannot spend more than they earn β the break-even rule. Transfer and wage expenses must be proportionate to income. Debts are monitored. Investments in stadiums and academies are exempt from restrictions β these are considered positive expenditures.
Penalties
Various penalties are applied to clubs that violate the rules: warnings, fines, transfer bans, squad list restrictions, point deductions, and even exclusion from competitions. Manchester City and PSG have faced FFP investigations.
Criticism and Changes
Many criticize FFP for working in favor of big clubs β as they already possess high revenues. It becomes harder for smaller clubs to develop. In 2022, UEFA introduced new rules β now wage expenses must not exceed 70 percent of revenue.
